Job Description Winchester City Council are seeking an Estates Surveyor to join our Estates department based in Winchester.

We are now seeking an ambitious and motivated Estates Surveyor to join our Estates team at an exciting time. This role offers the opportunity to work across a varied and dynamic portfolio, contributing to key property decisions that have a direct impact on the city and its residents.
The role benefits from a hybrid-working policy, with an expectation to attend our offices in Winchester 50% of the week, or more as the role requires.
As an Estates Surveyor within the Council, you will work across a varied investment and operational property portfolio, helping to shape the future of key assets while balancing commercial performance with public value. This is an opportunity open to surveyors at varying stages of their professional development. You may be someone interested in building your existing commercial property and estate management experience, progressing towards your APC, or already operating as an accomplished MRICS-qualified surveyor. Wherever you are in your career, you will be supported to develop within a professional property team while gaining exposure to a broad range of work, including valuations, lease events, acquisitions, disposals and wider estate management matters.
Undertaking valuations of land and property for a range of purposes, with the complexity and level of responsibility aligned to your experience.
Supporting and, where appropriate, leading rent reviews, lease renewals, acquisitions and disposals across the Council's property portfolio.
Assisting with, managing or leading negotiations on leases, licences, rent reviews and other property agreements, depending on your level of experience.
Managing an allocated mixed commercial property portfolio, including rent collection, arrears management, repairs, dilapidations and re-letting, with increasing autonomy as your career progresses.
Carrying out property inspections and supporting compliance with lease obligations, statutory requirements and good estate management practice.
Monitoring budgets and supporting the effective collection of income from the Council's property assets.
Working with consultants and contractors, including supporting or managing their appointment and performance where required.
Supporting acquisition and disposal projects, with the opportunity to take ownership of more complex matters as your experience develops.
Maintaining accurate property records and contributing to asset valuations, reporting and wider portfolio management decisions. A relevant degree in property / estate management.
3 years+ commercial property and estate management experience.
Experience, or developing knowledge, across estate management including areas such as lease renewals, rent reviews, and wider landlord and tenant matters.
Previous experience of working in Local Government is preferred, but not essential.
