Job Title: Insurance and Risk Lead

Grade/Salary: Band I, SCP 44-47 (£55,609- £59,025 per annum)

Contract Type: Permanent, Full-time

Hours: 37 Working Hours per week – flexible working

Location: Sandwell Council House, Freeth St Oldbury B69 3DE

Hybrid working (you will be expected to work at least three days a week from a council building)

The insurance team provides the insurance service for the Council, Sandwell Children’s Trust, Kore Sandwell and the West Midlands Fire Service, including the procurement of insurance, a full claims handling service and the management of the Council’s risk management processes.


This role provides an ideal opportunity for someone seeking to advance their career in a team that with a strong customer focus including dealing the procurement of insurance cover for the many activities that the Council undertakes, alongside dealing with a wide range of insurance claims and all while delivering an effective and efficient service.



Brief Job Summary:

We will be seeking your help in the planning, preparation and delivery of the Council’s insurance programme, including writing specifications and carrying out tender exercises and annual renewals for external insurance provision.


You will also oversee the handling of all claims including civil claims made against the Council and all other claims related activity including, handling sensitive and complex investigations within agreed timescales, claims handling/negotiation and litigated claims matters, the signing of legal documentation/court documents and the management and monitoring of third-party claims costs negotiations across all areas of the business and client base.


You will play a key role in helping maintain the Council’s strategic risk register and ensuring that risk management processes are embedded across the Council.


To be confident in discussing with senior management the progress and management of claims made against the Council and the progress of the insurance programme.


Also to take responsibility in forming an opinion and reporting both verbally and in a written professional format to senior management and members on control issues and risk mitigation strategies.



We would be looking for you to already have the following essential requirements:

  • Professional risk or insurance qualification (such as the Associate of Chartered Insurance Institute or Dip CII)
  • Substantial previous experience in a management position with significant experience of public liability insurance claims at a senior level and tender and renewal of large insurance programmes for property, motor and casualty cover.
  • Full knowledge and understanding of insurance policies, conditions, endorsements etc.
