We are seeking a motivated, ambitious, and commercially astute Managing Quantity Surveyor to join our team on the Welsh Water Design & Build Framework in South East Wales. This is an exciting opportunity to play a key leadership role in the successful commercial delivery of a diverse portfolio of water infrastructure projects.
Reporting to the Senior Commercial Manager, you will lead and manage a team of Quantity Surveyors and Senior Quantity Surveyors, providing commercial oversight across multiple call-off contracts delivered under the Framework Agreement. This position offers the opportunity to influence strategic commercial decisions, drive consistency in reporting and governance, and support the development of a high-performing commercial team.

Role Responsibilities

  • Lead and manage the commercial team, including direct line management of Senior Quantity Surveyors and support for wider commercial staff.
  • Mentor, develop, and support team members through effective performance management, objective setting, and succession planning.
  • Take overall responsibility for the commercial performance of all call-off contracts delivered under the Framework Agreement.
  • Ensure accurate and timely financial forecasting, reporting, and commercial control across all projects.
  • Lead the monthly reporting process, including client reporting, internal CVRs, cash flow forecasting, change management, and cost management.
  • Oversee subcontract administration, ensuring compliance with main contract requirements and company procedures.
  • Monitor subcontractor and internal performance against programme, budget, and contractual obligations.
  • Manage and administer NEC3 contracts, including Compensation Events, change management, commercial negotiations, and dispute resolution where required.
  • Implement and continually improve commercial systems, processes, and reporting tools to drive consistency, efficiency, and best practice across the framework.
  • Produce and review consolidated commercial reports and executive summaries for senior stakeholders.
  • Lead commercial risk management activities, providing strategic advice and support to project teams to minimise cost and maximise value.
  • Ensure robust contract administration and support project teams in identifying and recovering entitlement under contractual mechanisms.
  • Drive compliance with company governance requirements, health and safety standards, and industry best practice.

Skills, Experience And Qualifications

  • Degree-qualified in Quantity Surveying, Commercial Management, or a related discipline.
  • Proven experience leading and managing commercial teams within a construction, infrastructure, utilities, or engineering environment.
  • Extensive knowledge and practical experience of NEC3 contracts, including ECC Option A, Compensation Events, change control, and dispute resolution.
  • Strong understanding of contract structures and a demonstrable ability to negotiate commercial terms and conditions.
  • Experience managing the complete monthly commercial reporting cycle, including:
  • Client month-end reporting
  • Cost Value Reconciliations (CVRs)
  • Upstream and downstream change management
  • Cost and cash management
  • Forecasting and reportingExcellent financial and commercial analytical skills, with the ability to identify trends, risks, and opportunities.
  • Experience consolidating information from multiple projects into clear and concise management reports and executive summaries.
  • Strong understanding of governance, controls, and commercial assurance processes.
  • Experience designing and implementing reporting templates, dashboards, and management information tools.
  • Ability to manage competing priorities and deliver high-quality outputs to tight reporting deadlines.
  • Expert-level Microsoft Excel skills.
  • Experience working within water, utilities, or framework-based contracting environments.
  • Working knowledge of COINS or equivalent commercial management systems.
  • Experience using Power BI to develop reporting dashboards and commercial insights.
  • Knowledge of Design & Build delivery models and long-term framework contracting arrangements.

About the Water|Highways Business Unit

Our Water team designs, builds, and maintains vital UK water infrastructure, ensuring secure water supply and wastewater services.
We work with major water companies to create resilient facilities, reduce flood risks, and improve environmental outcomes. Currently, we participate in the Welsh Water AMP7 and AMP8 frameworks and have secured projects with Wessex Water for the next five years.
