Job summary
The Procurement & Supplies Dept. are looking to appoint a Procurement Managerto join their procurement team based at University Hospitals, Coventry.
The successful applicant will have previous experience of working in a Procurement team and applicants shouldhave some knowledge of public sector procurement regulations and experience in administering EU tenders.
Ideally you will be educated to degree level, qualified or studying towards MCIPS and possess strong communication skills, both verbal and written.

Main duties of the job
Duties will primarily involve assisting the Head of Procurement in delivery of the Trust's Procurement Strategy. You will also be required to provide an effective and professional service when delivering procurement projects, achieve cost efficiency benefits to the Trust and demonstrate value for money in all procurement activities whilst maintaining compliance with all statutory legislation, Trust Standing Orders and Standing Financial Instructions.
Responsibilities will also include identifying opportunities for standardisation/rationalisation of product usage across the Trust and evaluating supply chain activities, ensuring the most cost-effective source of supply.

Job responsibilities
- Ensure appropriate purchasing arrangements and contracts are in place for all designated contracts within current portfolio and contracts are re-newed in accordance with agreed timescales & to meet operational requirements.
- Plan, organise, allocate, co-ordinate & monitor own and line reports workload to ensure all urgent requirements and Trust stakeholders requirements are met. Ensure a contracts workplan is maintained and act as a primary point of contact attending ward and department meetings when required.
- Monitor & manage all contracts and projects from establishment of requirements through to completion and attend, when required, regular contract review meetings to monitor the performance of suppliers against the requirements of agreed specifications, aid discussion and dispute resolution between contracted suppliers and Trust service managers.
- The take responsibility, control & co-ordination of activities associated with the invitation and evaluation of high & low value tenders and quotations. This will include managing sensitive and commercially confidential information the preparation of specifications, scheduling requirements, negotiating, analsysing tender responses and awarding contracts on behalf of UHCW.
- Responsible for all direct line management responsibilities for designated team / members (this includes Appraisals, mentoring and personal development, disputes and grievances, performance management, absence management and other ESR requirements), providing training and guidance as and when required.
- Responsible for the Trusts 'call off' and 'standing order' renewal program, ensuring all contract renewals are dealt with efficiently and effectively.
- Actively manage, and promote competitive tendering, recommend sources of supply & identify savings opportunities to end-users, providing training and guidance to Trust staff and mangers not familiar with procurement processes.
- Represent the procurement department at appropriate meetings and events on and off site when required.
- Contribute and help manage and overcome unexpected disruptions to supply chains and supplier relations.
