Your new role

The Role:To lead hub East Central Scotland's strategic housing, regeneration and place agenda, positioning hub as the partner of choice for public sector clients seeking to deliver large-scale, place-based regeneration, housing-led growth and sustainable investment programmes.The postholder will identify, develop and secure major development opportunities, establish long-term delivery partnerships, create investable regeneration programmes and develop innovative delivery vehicles that generate social, economic and environmental value across East Central Scotland.This role will support the transformation of hub ECS from a project delivery organisation into a strategic development and place partner capable of leading complex regeneration initiatives like the proposed Kirkcaldy Town Centre and Waterfront programme.

Duties:

Strategic Development & Place Leadership

  • Lead the development of hub ECS's regeneration, housing and place-based growth strategy.
  • Identify major regeneration, town centre, housing and mixed-use opportunities across partner territories.
  • Act as a trusted adviser to local authorities, NHS Boards, universities, colleges and government agencies.

    • Champion long-term place stewardship and sustainable place outcomes.

Housing & Regeneration Development

  • Originate and develop complex mixed-use regeneration projects.
  • Establish development frameworks and delivery plans.
  • Lead feasibility, market analysis and options appraisal exercises.
  • Build regeneration pipelines and investment prospectuses.
  • Support town centre living, waterfront regeneration, public sector asset transformation and housing-led growth.
    • Develop proposals for: affordable housing

    • town centre residential development
    • community infrastructure
    • commercial and innovation space
    • public realm and placemaking initiatives

Investment & Commercial Structuring

  • Develop investable regeneration propositions.
  • Create development and funding strategies.
    • Structure delivery vehicles including: LLPs
    • SPVs
    • Joint Ventures
    • Development Partnerships
    • Public-Private Partnerships
    • Attract private sector investment and institutional capital.
    • Secure public funding from: Scottish Government
    • UK Government
    • Levelling Up/Growth Mission programmes
    • Scottish National Investment Bank
    • City Region Deal and Growth Deal programmes
    • Lead commercial negotiations with investors and development partners.

Partnership & Stakeholder Management

  • Build strategic relationships with: local authorities
  • Scottish Government
  • Scottish Futures Trust
  • Development Trusts
  • Registered Social Landlords
  • Universities and Colleges
  • Infrastructure investors
  • Developers and funders
  • Act as a senior ambassador for hub ECS.

Lead stakeholder engagement programmes for major regeneration schemes.

Facilitate collaboration between public, private and third sectors. Programme Development & Delivery

  • Lead early-stage project development through to financial close.
  • Oversee masterplanning and development frameworks.
  • Coordinate multidisciplinary consultant teams.
  • Support procurement, development and delivery strategies.
  • Ensure projects deliver measurable: economic outcomes

Develop new products and services that expand hub ECS's role within the region

RELEVANT EXPERIENCE AND SKILLS:

  • Significant senior leadership experience in regeneration, development, housing or economic development.
  • Proven track record delivering complex mixed-use regeneration programmes.
  • Experience working in public/private sector partnerships.
  • Track record of securing and managing investment funding.
  • Experience of creating delivery partnerships and development vehicles.
  • Strong understanding of Scottish planning, regeneration and housing policy.
  • Commercial acumen with experience negotiating complex property and investment transactions.
  • Strategic thinking and place leadership.
  • Stakeholder engagement and influencing.
  • Political awareness and relationship management.
  • Business development and opportunity creation.
  • Partnership development.
  • Excellent presentation and communication skills.
  • Ability to operate confidently with senior political and executive leaders
