Job Title: Workforce Planning Manager

Location: Glasgow (Hybrid)

Clearance: SC

Contract: 6 months initial

Key Responsibilities:

  • Lead the development, implementation and ongoing management of a strategic Workforce Planning framework.
  • Analyse current workforce capabilities and plan for future needs in line with financial and policy constraints.
  • Provide expert guidance and support to the Director, senior leadership, and management teams on all people matters.
  • Drive the design and delivery of effective recruitment, onboarding, and induction processes.
  • Establish strong relationships with external HR counterparts across government to influence key people decisions.
  • Lead people engagement initiatives, building a high-performance culture that reflects our values.
  • Manage and develop a team focused on operational delivery of workforce planning and people initiatives.
  • Ensure timely production of people reports and documentation for submission to government stakeholders.

About You – Essential Experience and Skills:

  • Extensive experience in developing and delivering successful workforce planning strategies.
  • Strong background in HR leadership, organisational development, and cultural transformation.
  • Proven track record in driving and implementing people initiatives in complex environments.
  • Exceptional communication skills, both written and verbal – able to translate complex ideas into clear action.
  • Effective stakeholder management skills, with an ability to influence at senior levels across organisations.
  • Demonstrated leadership of high-performing operational teams, balancing pace and service quality.
  • Knowledge of business planning and its integration with strategic objectives.
  • Experience within an IT service or secure technology environment.
  • Familiarity with government operations and public service HR practices.
  • Strong background in coaching and professional development.

Professional Qualification:

  • Chartered Institute of Personnel and Development (CIPD) qualification or equivalent in a relevant discipline.
