Job summary
The Clinical Lead Clinical and Professional Standards ensures excellent clinical and professional standards of registrant staff employed directly by the ICB and also ensure appropriate networking and contracting with providers and NHSE.

Main duties of the job
o To work with clinical colleagues across the ICB and partners organisations to deliver improvements in clinical effectiveness and efficiencyo To develop the ICB to become a Designated Body for doctors and ensure that processes are in place for a successful function.o Provide professional and clinical leadership for ICB employed staff including support in addressing professional performance issues including complaints, untoward incidents and poor performance involving responsible officers and liaising with the GMC and otherrelevant independent professional regulators as appropriateo To ensure that ICB appraisals and professional appraisals relate appropriately.o To professionally lead a continuous learning culture across registrants in the ICB.o Work collaboratively with the Quality Team to support investigations into complaints, incidents, patient-safety concerns, professional concerns and other quality matters. This will include contributing clinical expertise to investigation planning, terms of reference, evidence review, interviews, analysis of contributory factors, drafting and quality assuring reports, and identifying and monitoring recommendations, learning andimprovement actions.o To liaise with Strategy Neighbourhoods and Partnerships, Contracting and StrategicPlanning and Commissioning as required.

Qualifications
Essential
- Educated to Master's degree level or equivalent level of experience in a relevant field (e.g. health, care, public services, professional expertise, or related discipline).
- Evidence of continuous professional development, with a track record of keeping skills and knowledge current covering a number of disciplines such as Finance or Management
- Leadership qualification
- Significant experience at Senior Management (sub board) within the NHS, public sector, or a comparable complex system
- On the GMC Register and evidence that is up to date with CPD
Knowledge and Experience
Essential
- Demonstrable success in delivering organisational change, transformation, and integration at scale.
- Deep understanding of the NHS, Integrated Care Systems, and the wider health and care policy context, including the priorities of the NHS 10 Year Plan and statutory duties of an ICB
- Strong track record in delivery of strategic planning, commissioning, and/or system-wide service redesign to improve outcomes and value for money
- Evidence of working effectively with a broad range of partners, including local authorities, providers, community organisations, and national bodies.
- Experience of leading in a politically sensitive environment and balancing competing demands with diplomacy and sound judgement.

- Highly developed analytical skills and the ability to interpret complex data to inform strategy, decision-making, and performance improvement. Proven ability to operate with political astuteness, demonstrating awareness of the wider political and strategic environment.
- Exceptional relationship-building and partnership-working capabilities, able to develop trust and credibility quickly across organisational boundaries
- Strong financial acumen, with the ability to ensure robust stewardship of public funds and alignment of resources to strategic priorities
- Skilled in managing complexity and ambiguity, making sound decisions under pressure, and maintaining focus on long-term goals while managing immediate challenges
- Outstanding communication and influencing skills, with the ability to convey complex issues clearly and persuasively to diverse audiences.
