This is an exciting opportunity to shape Long Term Conditions (LTC) management in the Neighbourhood Health and Care Integration team. As Commissioning Manager, you will work across Birmingham, Solihull and the Black Country to commission services and improve outcomes.
Working in a complex and evolving Integrated Care System, you will lead and support service redesign and transformation across the LTC portfolio, improving quality, safety and patient experience while reducing health inequalities and unwarranted variation.
You will collaborate with primary, community and secondary care providers, voluntary and third sector organisations, clinicians, contractors and system partners to develop integrated models of care and identify opportunities for joint commissioning and better value.
Using data, insight and stakeholder engagement, you will deliver strategic priorities, drive continuous improvement and monitor progress so commissioning plans achieve measurable benefits for the cluster population.

Main duties of the job
Communication and stakeholder engagement
You will communicate sensitive information, working with senior managers, providers, commissioners, clinicians and system partners to support decisions, improvement and change.
Planning, delivery and improvement
You will support short, medium and long-term planning, using project management principles to organise workstreams and deliver agreed outcomes. You will analyse information, respond to issues, develop options and anticipate risks.
Service development, assurance and resources
You will help lead policy and service development with ICS partners, maintain programme information, support data collection and reporting, provide performance assurance and promote efficient use of budgets and resources.
Leadership, governance and professional standards
You will support project boards and programme governance, report progress, contribute to training and guide junior colleagues. Working autonomously where appropriate, you will maintain professional development and uphold organisational standards, including equality, anti-racism, information governance, safeguarding, confidentiality, health and safety, flexible working and reasonable adjustments.

Job responsibilities
You will be accountable for:
- Support the development of strategic commissioning frameworks across designated portfolio areas.
- Engage with provider collaboratives, NHS Trusts, primary care and the independent sector as appropriate,
- Maintain oversight and accountability of lead provider arrangements to ensure delivery against the strategic commissioning frameworks.
- Apply commissioning skills and knowledge to national policy to ensure application to the local population health intelligence to drive the ICBs strategic commissioning approach and reduce health inequalities.
- Work with other ICB clusters across the Midlands to identify and realise opportunities for Joint Commissioning.
- Develop skills and competencies required for strategic and tactical commissioning functions including PHM, analytical and contractual/legal.
- The postholder will deputise, as appropriate, for the Head of Programme Long Term Conditions and will oversee line management arrangements for staff across the Directorate.

- Demonstrated capability to plan over short, medium and long-term timeframes and adjust plans and resource requirements accordingly
- Experience of identifying and interpreting National policy
- Experience of researching best practice (globally, private and public sector), interpreting its relevance and processes/ practices which could be implemented successfully to achieve system reform (advising on policy implementation)
- Previously responsible for a budget, involved in budget setting and working knowledge of financial processes
- Must have an understanding of the background to and aims of current healthcare policy and appreciate the implications of this on engagement
- Should have an appreciation of the relationship between the Department of Health, the Strategic Health Authority and individual provider and the commissioning organisations
- Working knowledge of Microsoft Office with intermediate keyboard skills
- Needs to have a thorough understanding of and commitment to equality of opportunity and good working relationships both in terms of day-to-day working practices
